Timir Shah, P.E.

Professional Engineer – State of Florida

Timir is an experienced civil engineer and construction manager in Florida, with over 21 years of expertise in Civil Engineering. He has a deep understanding of the field and brings valuable insights to every project.

He has played a key role in constructing, managing, and inspecting complex roadway and bridge projects across Florida, including work with FDOT’s District III and IV, as well as the Florida Turnpike Enterprise.

Starting his career in CEI inspection, Timir has progressed through roles such as inspector, senior inspector, contract support specialist, project administrator, and senior project engineer on various FDOT projects.

Hernando Garces, P.E.

Professional Engineer – State of Florida

Hernando started his career as a Civil Engineer in 1997 and now brings over 27 years of extensive experience to our team. His expertise covers all aspects of roadway construction, including Construction Project Management, Construction Engineering and Inspection (CEI) and Quality Control and Assurance.

began his career in CEI inspection and has advanced through positions like contract support specialist, inspector, senior project engineer, project administrator, and senior inspector, working on various FDOT projects.

In 2010, Hernando specialized in CEI, using his analytical skills and attention to detail to complete many successful projects. His expertise and ability to tackle complex engineering challenges make him a key asset to any construction team.

Required Qualifications and Certifications:

  • A degree in Civil Engineering
  • Registered as a Professional Engineer (PE) in the State of Florida or have the ability to obtain endorsement in the State of Florida within six months of joining the team if registered in another state.
  • Should have a minimum of Six (6) years of engineering experience (Two (2) of those years should be in relevant transportation projects, including roadway and bridge construction)
  • A master’s degree in engineering may be substituted for one (1) year of engineering experience.
  • FDOT Advanced Maintenance of Traffic Certification
  • CTQP Quality Control Manager (or attend the course and pass the examination within 6 months)

 

Abilities/ Responsibilities:

  • Ability to Communicate effectively in English (verbally and in writing)
  • Responsible for Directing a highly complex and specialized construction engineering administration and inspection program.
  • Responsible for Planning and organizing the work of subordinate and staff members.
  • Responsible for Developing and/or reviewing policies, methods, practices, and procedures.
  • Responsible for Reviewing programs for conformance with Department standards.

Required Qualifications and Certifications:

  • A degree in Civil Engineering with a minimum of two (2) years of engineering experience in relevant transportation projects; or at least eight (8) years of road and bridge construction engineering and inspection experience, with two (2) years involved in relevant transportation projects.
  • FDOT Advanced Maintenance of Traffic Certification
  • CTQP Quality Control Manager Certification (or attend the course and pass the examination within 6 months)
  • CTQP Final Estimates Level II Certification

 

Abilities/ Responsibilities:

  • Ability to Communicate effectively in English (verbally and in writing)
  • Responsible for Receiving general instructions regarding assignments and exercising initiative and independent judgment in solving work problems.
  • Responsible for Directing and assigning specific tasks to administrative and field staff and assisting in all phases of the construction project.
  • Responsible for Progress estimates and final estimates throughout the construction project duration.

Required Qualifications and Certifications:

  • A degree in Civil Engineering, or a High School Diploma or Equivalent with four (4) years of road and bridge Construction Engineering and Inspection experience having performed/assisted in project-related duties (i.e., Materials Acceptance and Certification (MAC) System input, progress and final estimates, EEO compliance, processing Construction Contract changes, etc.); or Two (2) years of experience with 3D Modeling and CADD.
  • CTQP Final Estimates Level II certification

 

Abilities/Responsibilities:

  • Ability to Communicate effectively in English (verbally and in writing)
  • Responsible for Exercising independent judgment in planning work details and making technical decisions related to the office aspects of the project.
  • Responsible for Familiarity with the Department’s Procedures covering the project-related duties.
  • Ability to become proficient in Trimble Business Center – Heavy Construction Edition (HCE) or approved surface-to-surface comparison software and Engineering Menu.
